This refers to a specific guy who robbed a bank in the episode "Violet Superhero". He was first confronted by Violet, who introduced herself, using her superhero name, "The Framer". Violet claimed to defeat him, using her frame, but he was tied up by WordGirl.

Robber appears as a good guy in Class Act

Although this character was a villain once, he was later seen as a good guy.  For example, he appeared in Ms. Champlain's adult education class in the episode "Class Act" (and was the only student that remained sitting during the conflict).
